The primary challenges of this project were the restrictive BC1 zoning, which limited residential density to fewer than 290 units on a 4.2-acre assemblage, and the resulting constraints on project feasibility and value. In response, we provided feasibility and massing studies, along with zoning recommendations, to shape a more efficient mixed-use development. We worked with the City of Kirkland to amend the code, supporting an increase in height to 75 feet, enabling approximately 500–600 residential units and 10,000–15,000 square feet of retail. This revised massing and footprint transform an underutilized corner into an attractive Juanita gateway. The increased density and mixed-use program create the value needed to incorporate affordable housing, green development strategies, and community amenities, ensuring the project is both economically feasible and responsive to broader city goals.
